By PAGCOR's own count, roughly half the online gaming sites reachable in the Philippines are illegal. A PAGCOR logo in a site's footer therefore proves very little. Five minutes with two official sources gives a much better answer: the PAGCOR Guarantee directory, and the regulator's accredited domain list, whose current file carries a creation date of October 7, 2026. The thing to know before starting is that the check applies to the exact web address. A familiar brand name is not enough.

What is needed

  • A browser with an address bar you can type into

Both sources are free to use, and neither needs a login.

  • The full web address of the betting site in question

Copy it from the address bar. A brand name or a search result is not enough.

  • A PDF viewer with a search function

Most phone browsers have one built in.

Five minutes, eight steps

  1. Type www.pagcorguarantee.ph into the address bar

Type it by hand. Do not reach it through a search result or an ad. The page that loads describes itself as the gateway to PAGCOR-approved online electronic games and shows brand logos sorted into categories. PAGCOR launched the subsite on June 18, 2025 for exactly this check.

  2. Open the Sports Betting category

This is the category a PBA or NBA bettor needs. It shows a set of logos, each with a link out to the operator's site.

  3. Look for the brand

If the brand appears, go on to step 4. If it does not appear, stop here and skip to the section below.

  4. Open the regulator's domain list

The List of PAGCOR Accredited Gaming System Administrators and Registered Brands and Domain Names URLs opens as a PDF. Its columns are administrator, main brand, root word, main domain, sub-domain and additional URL. This file is the regulatory record. The Guarantee page is a simplified directory built for the public.

  5. Confirm the date

The file should be the October 7, 2026 issue or a later one. PAGCOR reissues the list from time to time, so a cached or forwarded copy may be out of date.

  6. Search the PDF for the brand's root word

The search should land on a row showing that brand's registered domains, such as www.747.live or www.egamescasino.ph.

  7. Compare the site's address character by character

Check every letter, digit and suffix, including the difference between .com and .com.ph. The check has worked only if the address matches a listed main domain, sub-domain or additional URL exactly.

  8. Bookmark the operator through the Guarantee link

Open the operator's link from the Guarantee page and save that page as a bookmark. From then on, every visit uses an address the regulator has published.

When the check fails

No. PAGCOR has warned the public before about fake certificates and misuse of its branding. As [one verification guide](https://brightsideofnews.com/gambling/regulation/licenses/pagcor-license/) puts it, a website's own statement "should not be treated as proof by itself." Only the two official lists count.

It should be treated as a clone. PAGCOR Chairman Alejandro Tengco has described how blocked sites come back almost at once with trivial changes: "Iniiba lang 'yung font, dinagdagan lang ng isang numero ang mga site," [as reported by DZRH](https://www.dzrh.com.ph/post/pagcor-50percent-of-online-gaming-sites-accessible-in-ph-are-illegal). An extra digit or a swapped suffix is enough to fail the check.

No deposit should be made. A [Philippine law firm's guide](https://www.respicio.ph/commentaries/how-to-verify-legitimacy-of-online-gaming-sites-with-pagcor-philippines) says PAGCOR will confirm a license through [email protected] or [email protected], or by phone at (02) 8528-1900 ext. 3410, and usually replies within 3 to 5 working days. A brand that is legitimate can wait a week for the reply. A clone has every reason to rush its customers.

Before the first deposit

The strongest objection is that this is a lot of effort for a ₱200 bet on a Tuesday PBA game. The effort is small, but it is still effort, and PAGCOR plans a mobile app before the end of 2026 that should make the check simpler. That app has not launched, however, and the cost of skipping the check is not limited to the stake. A licensed operator comes with a way to resolve disputes. "Basta't may lisensya ang pinaglalaruan ninyo, mayroong process of resolution kung magkakaproblema kayo," Mr Tengco has said. An unlicensed site offers no such recourse, and the law firm cited above puts player penalties for using illegal sites at ₱20,000 to ₱50,000 or 3 to 6 months in jail. Five minutes is a small price for avoiding both.

This blog writes only for readers aged 21 and over. The same Guarantee page links to PAGCOR's self-exclusion tool at osea.pagcor.ph for anyone who wants to stop. The most useful habit to take from this guide is to open betting sites only through the bookmark saved in step 8, and never through a search result, an ad or a link someone sends.
