Paggugol na Matuwid: Atas ng Taumbayan
Having laid down the foundations of transparency and accountability in public fund management, the Aquino administration now assumes an outward-looking position in crafting the 2013 National Budget.
As the Empowerment Budget, the 2013 budget seeks to expand the Administration’s engagement with the larger Filipino public, beginning with civil society, grassroots communities, and members of the private sector.
This budget’s overarching theme will therefore be Atas ng Taumbayan. Guided by this principle, the 2013 National Budget has been crafted not just to serve the needs of the people but, ultimately, to ensure rapid, sustainable, and inclusive socio-economic growth in the country.
2013 Budget Ceiling
This year’s proposed budget is at P2.006 trillion, 10.5 percent higher than the P1.816 trillion budget for 2012 and almost 21.9 percent higher than the P1.645 trillion approved appropriations in 2011. This budget level is equivalent to 16.8 percent of Gross Domestic Product.
Note: Actual figures apply for 2009, 2010 and 2011; appropriated (GAA) figures for 2012 and proposed (NEP) figures for 2013.
