Guided by identified priorities, the DBM issues an annual budget call to all government agencies. In their budget proposals, government units must show that their Programs, Activities, and Projects are aligned with major financial outputs and key result areas. Budget requests are evaluated by DBM and presented to the Cabinet and the President for
approval.

Approved requests are consolidated into the National Expenditure Program (NEP), a document which reflects the annual program of estimated expenditures presented
by the national government to Congress for spending authority.
